ACF appeals AAPSU to defer election
ITANAGAR, Dec 10: The Arunachal Christian Forum (ACF) appealed to All Arunachal Pradesh Students’ Union (AAPSU) to postpone its conference cum election scheduled to be held from December 21 to 24 to a suitable time after Christmas or New Year in the greater interest of the Christian community of the state.
“From past experience, it is apprehended that all the shops are likely to remain close during those days, which may totally dampen the Christmas festivities,” ACF said in a letter to AAPSU outgoing president. “All the Christians need to do shopping for various items for Christmas celebration. If the shops are closed for the four days preceding Christmas then all preparations for this solemn occasion would be badly affected,” the letter said.
ACF hoped AAPSU would consider the appeal respecting the sacredness of Christmas and our own religious sentiments.

ATM card racket busted, five arrested
ITANAGAR, Dec 10: In a major breakthrough, the Capital police under the supervision of City SP Surender Kumar has busted the fake ATM card racket and arrested four culprits from Barpeta district of Assam. The arrested persons were identified as Md. Mukibul Islam,(22), Habib Ahmed,(23) Razzaqul Islam, (27) and Rafikul Islam, (19). Till date a sum of Rs. 12,00,000 (approximately) has been looted by the accused from around twenty SBI customers.
The four arrested accused persons have been produced before the JMFC Itanagar and remanded in seven days police custody. Intensive investigation is being carried out to nab the remaining culprits, according to an official release. All the accused persons are youths studying at schools, colleges and running mobile shops, the release informed.
Earlier, the Itanagar Police Station had launched the investigation following the complaints received from SBI customers about unauthorized withdrawal of money during the month of June and July last. The Itanagar police also registered cases (No. 127/12 U/S 379 IPC R/W Sec 66 [1][2] I.T Act and (No. 166/12 U/S 379 IPC R/W Sec. 66 [c][d] I.T Act).
At the initial stage of investigation the police had arrested one Md. Shariful Islam on Sept 25 who disclosed the modus operandi and the name of his associates involved in the crime.
Following the arrest of Shariful Islam, the police team led by SI. C.A. Namchoom, L/SI. P. Taku along with head constable Nitu Gogoi, constables Devendra Singh, Buru Pali, Tating Dignum and Ojo Deru left for Barpeta and conducted raid simultaneously at different hideouts under Sorbhog PS and Howly OP under Barpeta district Assam in the wee hours yesterday and apprehended the four culprits. A Samsung laptop, one mobile handset, two memory cards were seized from the house of one of the arrested accused persons.
During custodial interrogation the arrested accused persons disclosed that they had
visited Itanagar on several occasions in the months of May to July last. They were
guided by a Tempo driver, who is also a native of Barpeta and stays at Itanagar.
On arrival at Itanagar they had checked in a city based hotel at Ganga market and
used to visit different ATM booths in Itanagar area and collect SBI customers ATM
card number and password from innocent customers by posing a customer and standing
behind probable victim. They were also collecting the transaction receipt containing
the ATM card number/account number which were thrown away by the customers in the
ATM booth. After collecting the ATM card details the accused persons used to SMS
the details to their associates at Barpeta (Assam) who in turn immediately starts
to make withdrawals by ordering electronic goods like high-
The accused persons also used to sell the electronic goods at discount rate through their shop at Barpeta and does the recharge through their shop and within their locality. By the time the actual account holder realize about the withdrawals and intimate the bank that their account is empty, the release added.
Rs 61 lakh ‘fraudulently’ withdrawn from SBI Itanagar
ITANAGAR, Dec 10: What could appear as the latest forgery case and financial crime in the state, an amount of Rs sixty one lakh has been ‘fraudulently withdrawn’ from SBI Itanagar from the bank account of the Accountant General, Arunachal Pradesh.
According to highly placed sources, the major fraud has been unearthed when the AG’s SBI bank account was thoroughly scrutinized recently. It was found that the huge amount was drawn from the account of the Account General, Arunachal Pradesh against the self cheque No. 711192, Dt. Nov 1 by ‘fraudulent means’. The specimen signatures of the pay and account officer and drawing and disbursing officer did not match the signature as reflected on the cheque, sources claimed.
It remains as a question how the bank authorities had passed payment order for such a huge amount without verifying the specimen signatures of the authorities.
Sources further claimed that a letter was written to the bank with a instruction that any cheque for drawal of Rs 10 lakh and above has to bear the signature of a second officer nominated by the AG office beside the signature of the PAO. But in this case, the cheque was passed for payment without the signature of a second nominated officer, it said. As per the normal procedures followed by the AG office, an authorisation letter is endorsed along with a self cheque for genuineness/identification of the person drawing the cash, sources said adding that “the bank had not followed any of the procedure/instruction while accepting and passing the cheque of Rs 61 lakh for payment to an unauthorized person.”
When enquired, the police sources informed that a case was registered in the regard and investigation is going on. However, it refuses to give details.
When contacted, the AGM of SBI Itanagar refused to make comment saying that he is now at Guwahati and yet to enquire details about the matter.
Observers feel that with the reported increase in crime rate in the state, the financial institutions need to take extra care to curb financial crimes like forgery.
Tuki sees good future for state sports
ITANAGAR, Dec 10: Arunachal Pradesh Chief Minister Nabam Tuki convenes first ever Sports Authority of Arunachal Managing Committee meeting at his office conference hall today.
Taking ahead his Government agenda for promotion of sports in the state, the chief minister disclosed that there had been a quantum rise in sporting activities in the state in the recent times which was a good sign.

Governor presents Rajya Puraskar Award to Scouts & Guides, Rovers, Rangers
ITANAGAR, Dec 10: Governor of Arunachal Pradesh General (Retd) J.J. Singh gave away the Bharat Scouts and Guide Rajya Puraskar to 30 scouts, 40 guides, two rovers and seven rangers in an impressive function at Raj Bhavan here today.
The Rajya Puraskar is the highest State level awards for Scouts, Guides, Rovers and Rangers.
Speaking on the occasion, the Governor said that the spirit of harmony and tolerance has been the hallmark of India and all should strive to uphold these values. The nation needs the contribution of every individual to strengthen every social fabric of the nation. The Scout and Guides movement is providing the youth with the physical, mental, intellectual and moral values to face the challenges of life ahead. ITANAGAR, Dec 10: At a time when Public Health Engineering Department (PHED) is putting all efforts to provide safe drinking water facilities to people of Arunachal Pradesh, there are still some places in the state which depend on traditional method of water supply.
It is worth mentioning here that according to PHE department website “The main objective of the PHE & W/S Department is to improve health of people by providing potable and adequate drinking water supply and improving environmental hygiene by proper sanitation.”

WKTJAC comprising of members of West Kameng Tata Sumo Association, West Kameng Tatamobile & Pickup Association, West Kameng Truck & Bus Association and Bomdila Taxi Union were demanding immediate solution to their grievances like man handling of drivers and owners, detention of commercial vehicles, non payment of hire charges and forceful extortion by unsocial elements.
In a peaceful protest, scores of commercial vehicles went off road today. They parked their vehicles in Buddha Stadium and surrendered 52 vehicle keys to WKTJAC for onward deposit/submission to the District Administration. This was a unique way of protest to attract the attention of the concerned authorities to their grievances, said Nana Khunjuju President of Bomdila Taxi Union.
Citing the latest example, Nima Tsering, President of West Kameng Tata Sumo Association stated that Maruti van (AS/12C/7958) was forcibly taken from Bomdila to Thrizino on 7th last, driver was thrashed and made to seat in the backseat, forcibly took the key and drove the vehicle till they met with a fatal accident near Nechiphu. Luckily they survived with some injuries but vehicle was totally damaged. FIR has been lodged but the culprits are still at large.

Cheering ‘sharing a cup of tea mission’

The above quote is a significant line that I use most of the time because of my belief in it. Growing up in this state and having to learn the way nature beholds this beautiful place is mysterious. One thing I know is that Nature doesn’t know what is good or bad, it only knows balance and imbalance.
Our State while emerging on periphery as a developing state is at its nascent stage.
There has been so many progressive works on the flow, and when there is certain progressiveness
there will always be deforestation and deforestation in a definite geographical language
means imbalance in nature. With the State Government’s motto of the ‘Green Arunachal
Mission’, it is not but unusual that a certain way be created that may pave way for
holding on to the greenery and at the same time create and generate employment for
the vast educated unemployed youth as well as rural folks. Although there is too
much at stake but there is always positivity for marching ahead. Therefore, it is
a sincere initiative of the State Government to focus on tea and rubber cultivation
in the State. Since, I am indulging my pen to jot down on the SHACOT Mission; my

Although, tea cultivation is of recent development in the State, high quality tea is being grown in the hill slopes of the State. The virgin soil and suitable land leads to high productivity of tea in the State. Longding, Tirap, Changlang, Lohit, Lower Dibang Valley, East Siang and Papumpare districts have been practicing organic tea farming and it is also gradually started cultivation in other parts of the state.

Mostly tea is grown by large growers, presence of small growers is limited. Growers in the area bordering Asom are incited by the success stories of small tea growers of Asom. The people residing in these parts have picked up the plantation practices from Asom and the plantations in these parts are relatively much better as compared to the rest parts of Arunachal Pradesh. While majority of plantation is haphazard and unscientific as the gravity increases in proportion to the distance from Asom border. In general, there are lot of enthusiasm among the small growers for tea cultivation despite problems and constraints faced by the people of state in regard to the cultivation of tea on scientific way, which if tapped properly may result in huge production and generation of income for the people of Arunachal Pradesh.
Another area of confusion for the tea growers of the state is about the nodal Department
for implementation of tea and rubber cultivation; many growers take if for the Agriculture
Department or the Horticulture Department or the Forests & Environment Department.
And therefore, it is for all to know that as per the Business allocation of the Ministry
of Commerce at the Centre, the Department of Trade & Commerce is by virtue the Nodal
Department on tea & rubber. The Ministry of Commerce has also constituted technical
boards’ viz. the Tea Board of India & the Rubber of India for administering and functioning
of tea and rubber plantations and marketing of its products. In its effort for delivering
services, the Department of Trade & Commerce has been endeavouring to educate the
farmers in right direction by conducting Awareness-
A VIEW OF ORGANIC TEA GARDEN
To take up the Tea Cultivation in a bigger and vigorous manner in the state, long term planning and investment including setting up of more tea garden and financial incentives to the local growers will be required. So that tea processing factory, likely to be established under Self Help Group (SHG), in future, does not face shortage of any raw materials in the form of organic tea leaf. Apart from the initiation of the State Govt., the enthusiasm of local entrepreneur, the latest technology and up gradation and potential outside private investor will also be required for transforming the tea industries into a major industry benefiting majority of the population of the state.
One endeavour of the Department of Trade & Commerce is the Sharing a Cup of Tea Mission or the SHACOT Mission. A brainchild of the Department, under this scheme progressive farmer of the State will be provided scientifically raised tea seedlings and its post plantation management. The selection of beneficiaries is done by the District Administration alongwith the Panchayat Leaders, Head Gaoh Burahs, a representative of Arunachal Pradesh Small Tea Growers’ Association and an officer from the Agriculture Department. This scheme is being vigorously worked on because of various factors but the highlight remains on the sole fact that small growers can go the organic way, which has a high demand in the markets beyond our boundaries. Large area of plantation can never yield organic tea due to managerial problems and therefore, small tea plantation is being encouraged by implementing the SHACOT Mission because the plantation can be done either by family members or by engaging few helpers and it will not account for labour management and wages problem. Since the SHACOT Mission is targeting at cultivation of tea on a small land, it will be more of a family affair and as the current market rate of organic tea is at a higher price, it is significant that the tea farmers of our State can reap a better price for their organic product. As organic tea is highly demanded at global market due to its medicinal value, large quantities of good quality organic tea can be produced in the state as its climatic condition and soil fertility is in its virgin stage, which make Arunachal Pradesh better prospect than that of other state in Organic Tea Production.
